In the communication between Johnson controls wuxi factory and GE company, it was found that the 21 EHS elements of GE company covered every department of the company, which fully reflected the safety culture that all employees participated in. Since April 2013, wuxi factory has selected two of the 21 EHS elements to be integrated into the enterprise management, one of which is LOTO Lockout tagout. Referring to the management mode of GE, wuxi factory organized the EHS core team of LOTO elements, developed the team work plan, and defined the responsibilities, work contents and assessment methods of the LOTO core team. Building a team leader the team leader is crucial. At first, I selected supervisors with strong abilities who worked in the front line to be the team leader. Later, I selected those who were interested in safety management from the front line employees and had more contact with safety work to be the team leader. After the selection of the team leader is determined, the EHS department of the enterprise, as a mentor, should support and help the team leader to select their team members, and tell the team leader why they do so and what they can do.
